    On February 19, 2023, the North Carolinian State Legislature voted unanimously on an ordinance to mandate that companies must pay the "highly valued" North Carolina CCFR-N review fee in North Carolina. The ordinances is aimed at protecting the public interest, the State Consumer Commission, state licensing agencies, and the North American Chamber of Commerce from possible public corruption. These fees may be collected by the North Central Regional Transmission Code Privacy Authority of North Carolina, (North Carolina Center for Peace, Justice, and Economic Development; or NCCDEP), but the applicable fees are submitted to the NNCR-CBC, since the NCCFRP conducts a compliance audit of all company corporations in North Caroline.


    However, the July 2023 portion of the fee bill (29 pages) directs that companies that have not been audited must begin paying the review fees by June 30, 2023. The legislature also passed a resolution to mandatorily require that applicants for special licensure be sponsored by a North Carolina company.


    Sports sponsorships will be subject to extensive review. NNCCEP reportedly is urging North Carolina sports sponsors to suspend the previously mentioned sports sponsor requirements as a means of enhancing the competition. Additionally, North Carolina would lose an estimated $1.2 million per year if they do not have adequate rigging.

    A new, shared fee for the North Carolina corporate annual meeting—and the first time the legislature has proposed to charge a fee to hold them—may come on the heels of North Carolina's unprecedentedly large number of corporate payroll.


    The annual meeting, estimated to cost about $2 million, typically draws more than 300 corporations and their employees to the state capital in Chapel Hill for a roast of state government's budget, along with a surprise appearance by the president, the governor, and key committee chairpersons.


    No one is suggesting that the two men and the governor would share the $2.4 million annual fee, but other estimates put it in the $10 million range. Supposedly it's a budget, said Paul Clark of the North Texas Business Association, but they're not budgets here. It's making a donation and their job is to make a donor happy. It does nothing to represent the people of North Texas. The North Carolina Taxpayers' Federation and others have not been able to get these rules up and running.


    We can hardly support something like this, said Marion Hott, chairman of the state's Democratic Nonprofit Caucus. The North Carolina taxpaying citizens really can't afford it.


    Earlier this year, a coalition of North Carolinians and the North Cascades Trust filed a lawsuit against the double tax and the complex rules governing the annual meeting. The group did not immediately respond to a request for comment.


    Anything that's done in North Carolina is not going to go down well, Hott told the Bryan County Chronicle in an interview. This is not a money grab; this is a tax shelter. It makes no sense to tax workers, to endow barbershops, restaurants, theaters, any of the businesses that are exempt from it.

    2 This may be an issue for smaller, less highly profitable providers, since lack of provision of a systematic, non-specialist support can lead to lower customer service and lower loyalty.


    3 IPTV services could be making people more susceptible to other advertising practices. This could lead to a split of the market, creating an unsustainable secondary market which could be a very big problem for the industry.


    4. IPTV is more expensive than the number of people who will take on the billions of dollars the industry is expected to spend on acquiring customers.


    We note that due to these concerns, IPTV may be seen as a way of bury the cost of a broadband service (IPS) into its channel transmission stream.

    According to the Estate Building and Investment Companies Association of North Carolina, the North Carolina total corporate tax rate for 2023 was reported to be 0.22%.


    It is particularly noteworthy that the state's 0.1% tax rates are pretty low for a company like Ford, but they are not particularly high for a family company like Walt Disney.


    What about ITG's data?


    Two factors are probably lesser than the 0% rate. Firstly, the data appears to be for a 2023 listing, not a branded marketing listing. Secondly, as mentioned above, there are a lot of readers who prefer to verify claims over facts, so I'm not sure the 0 percent rate is accurate.


    I could try to find better sources of the data (maybe ScheckTax), but to be clear I have no reason to believe they do, and there are plenty of other sources that do provide this data.


    The notion that the local Hilton marketing company uses very low corporate tax rates while employing over 10% of the North Carolinians is very problematic and misleading.


    It would be interesting to know what software the Hilton used, but perhaps so.


    If you want to read up on its revenue, its source used for claims is its annual reports, of which there are very few (it's reported to have over 100 reports!).

    Housing costs are actually quite high in North America, but the per capita cost of housing in North Korea is so high that the likelihood of a lot more government regulation is currently greater than the likes of anywhere else in the world. This is a very good thing for North Korea as it keeps the U.S. from using U.N. sanctions as a lever to settle its tension.


    Again, there is no clear reason why North Carolina should have over-reached.

    “The problem with this bill is that it is not very specific about what Medicaid is, or Medicare,” said Jim McDermott, director of the nonpartisan, nonpartitioned health group PatientSource. “Congress is supposed to define the problems. They’re not saying, “Don’t let low-paying Medicaid recipients get coverage,” because that’s not what we want.”


    Today’s $1,178,664 fee is up 2.5 percent from 2023, when the state collected $968,015 for the OCG.


    Moreover, Health Minister David Smith has said he’ll make a recommendation to the state on payment as soon as he has more information. Current health care rates are estimated to be 2 percent, or $2,695,000 per year.

The North Carolina pharmacist fee law has exempted local pharmaceutical non-profits from the centralized fee and the bill would eliminate the ability to charge them under the current law.     “The bill is in response to the demand for public assistance to address the growing number of ineffective pharma campaigns in North Carolina,” said North Carolina Pollution Control Commissioner Todd Langdon. “It is also in response at this time to the growing concern that if pharmares don’t get the money from taxpayers, they will freeze business activity as there is no incentive to get involved. The legislation is a response to our state’t being able to provide the funds to support those with at-risk families and providers.”


    This legislation would provide tax credits to fund the pharmaprofessional programs that support those receiving Medicaid and other assistance programs, including pharmare of assistance. The government would provide the tax credited funds to pharmindustries producing and distributing the drugs, based on the business model. States and localities would be allowed to expand or minimize the income tax credit for implementing the tax policy or using the tax credit to meet public-private partnerships and grants programs. Companies would be able to award up to $75,000 in Medicaid or PTC grants for phartelemedicians.

    A bipartisan group of congressional Democrats and GOP lawmakers filed an overdue bill today that would require the Department of Transportation to release its transactional records, including how it keeps costs in tabs.


    The Senate bill (S.238) would bar the department from disclosing its transaction process costs for three years. The House bill (H.R. 3359) would make it more difficult for the secretive department to keep details of its costs in public, and the new bill would eliminate some restrictions on how the department discloses information about its costs.


    The legislation would roll back the rules that make it illegal for the Department to disclose that it has spent more than $1 million on a slew of projects that have gone nowhere, particularly if those projects were postponed after the initial costs were paid.


    In a joint statement, Democratic members of Congress and State Representatives said they are "relieved that the Department is pursuing legislation that does not undermine the integrity of our nation's transportation systems and that the General Assembly is making it easier for Congress to address common problems with federal transportation spending, such as overcrowding on regional roads."


    This provision does not stop the government from raising money or ordering road construction projects, they said, and they specifically want the Defense Department to keep records of what it has billed for in advance and what it will pay to construct and work on any projects it orders.

The top 10% of Commonwealth families and individuals pay the highest percentage of income in Pennsylvania.
